Michael Cullingham stood as a Labour candidate for Norfolk North in 1992 and 1997 and was a councillor and Labour Group leader on the North Norfolk District Council during this period.  A teacher, he was Deputy Head of English at Heartease High School, Norwich and was (perhaps still is) chairman of the Stalham High School governors.
